He probably bet a lot of money on Jim being the Mole or something and felt like he had to overcompensate by mailing out anthrax. Why couldn't the FBI connect the dots earlier?

There're still issues regarding whether the guy was the antrhax mailer, but somebody that got all wound up about hurting sweet sweet Kathryn is clearly insane.
