I think technically they can, but the other person on the block automatically is evicted (no one else to go up), so its pretty much the same as if that person voted them out. Let's face it--MANY (not ALL) HoH competitions are crapshoot trivia games.

But overall, I think the current HoH system is fine. It's the veto that is flawed.

Yes. Essentially HOH becomes little more than immunity from eviction. POV bestows executioner status.
