</blockquote>I think technically they can, but the other person on the block automatically is evicted (no one else to go up), so its pretty much the same as if
that person voted them out.   Didn&#39;t Cowturd in S5 say that he was using the veto on Diane?

trivia games.</p>

What&#39;s the difference then, though? Either way, they&#39;re the one who decides who&#39;s leaving. If Cowchips hadn&#39;t been able to use his veto,

Yes. Essentially HOH becomes little more than immunity from eviction. POV bestows executioner status.
