Ports are allowed (or not) on your firewall. If you're at home, you should be able to pass any traffic on any port that you initiate. Do you use a router, or are you directly connected to your internet source (modem, cable modem, dsl router, etc.)? Unless, of course, you're using a software-based firewall like Windows Firewall, or Zone Alarm or summat. If that's the case, disable it, and see if you can now pass the traffic.
